- Go to C:\Program Files (x86)\Steam and delete this file: ClientRegistry.blob
- Try again to start steam

You definitely have another problem, try this solution:

I have made an allround solution that will work for the most people who have problems starting Terraria.
What I often experienced with users is that they have installed some really bad Antivirus software which blocks the installation of one of the required components for terraria! (So think about uninstalling/deactivating this Software)

Step1#-------------------------------------------------------
- Go to "Programs and Features" and uninstall the "Microsoft XNA Framework Redistributable 4.0"
- Also uninstall all packages containing the name .NET Framework 4
- Download the .NET Cleanup Tool from this site here: http://blogs.msdn.com/b/astebner/archive...04493.aspx
- Unzip the tool and run it as administrator (rightclick "Run as administrator")
- Remove with the tool all the .NET Framework 4 components

Step2#-------------------------------------------------------
- Go to the following Folder: C:\Windows\Microsoft.NET
- Rightclick the "assembly" Folder and select Properties
- Select the "Security" tab
- Click on "Advanced"
- Select the "Owner" tab
- Click on "Edit..."
- Under "Change owner to:" select "Administrators(xxxx\Administrators)"
- Make sure to check the "Replace owner on subcontainers and objects" Checkbox
- Press Apply and confirm the following messages that will appear

Step3#-------------------------------------------------------
- Download the standalone installer of the .NET Framework 4 from here: http://www.microsoft.com/download/en/det...x?id=17718
- Rightclick the dotNetFx40_Full_x86_x64.exe and run it as administrator and install it.
- Go to this site and download the .NET Verifier Tool: http://blogs.msdn.com/b/astebner/archive...99004.aspx
- Run the tool as an administrator
- Check whether the installation of the .NET Framework 4 packages were successfull

If there is no error, continue:
Step4#-------------------------------------------------------
- Download the XNA Framework 4.0 from here: http://www.microsoft.com/download/en/det...x?id=20914
- Install the xnafx40_redist.msi you just downloaded.
- Open Steam -> go to Library -> rightclick Terraria and delete all the local content.
- Reinstall Terraria

Step5#-------------------------------------------------------
- Go to "[Your Steamlocation]\Steam\steamapps\common\terraria"
- Rightclick on Terraria.exe and click on "Properties"
- Go to "Compatibility" tab
- Check the "Run this program as an administrator" Checkbox

Step6#-------------------------------------------------------
Go to Steam and try to launch it and have fun!
